Parking Regulations
Parking Spaces
A parking space is a designated area where a vehicle can be parked temporarily or for a longer duration and is marked with painted lines on the Providence College campus in all lots other than the Shanley Lot. Some campus parking spaces are assigned to a specific individual or department and are designated with signs. Parking spaces are essential for maintaining order on campus and allowing vehicles to be parked safely without obstructing traffic flow.
Parking along campus travel way curbs and in fire lanes is strictly prohibited. If you are unsure whether a specific space or area is designated for parking or your assigned parking permit, please contact the Office of Transportation for clarification.
Parking Permits
Details on acquiring parking permits are listed in the main navigation, based member groups within the campus community. Access to the specific parking lots on campus is limited to these listed groups. In order to manage parking space availability, all members of the campus community are asked to adhere to these guidelines. Please ensure that your vehicle information is up to date in the ARMS Parking Application prior to requesting a permit.
Parking Tickets
Parking violations are classified as major or minor infractions. Both categories carry fines ranging from $20.00 to $100.00. A vehicle immobilization or “boot” violation is $100.00. Parking citations can be appealed online in the ARMS Parking Application.
Appeals
A parking appeal is a way to request a review of a citation if the driver believes it was issued in error. A strong appeal provides clear facts and references parking policies to explain why the ticket may not be valid. It’s important to focus on the details of the situation rather than personal frustrations or general complaints about parking. The best appeals are well-reasoned, backed by evidence, and directly address the citation in question.
Appropriate Appeal: A vehicle receives a citation for No Campus Permit, but the citation photos clearly show the permit displayed on the windshield. The driver has a valid reason to appeal the citation, as the driver followed parking policy and displayed the permit appropriately. In this scenario, the appeal is granted and the citation is dismissed.
Inappropriate Appeal: A vehicle without a permit is parked (in any lot) on campus and receives a citation for No Campus Permit. The driver submits an appeal indicating they only parked for a few minutes and that they are annoyed they received a ticket. In this instance, the citation is appropriate and in accordance with campus parking policies. The appeal is denied and the citation is upheld.
All appeals are reviewed thoroughly and decisions are final. Violations may be contested within 10 days of issuance online in the ARMS Parking Application. After 10 days, any unpaid citations will result in a security hold.
Ticket Payments
Payments must be made electronically at https://commerce.cashnet.com/PROVPUBSAFETY utilizing your bank routing information.
Transferring Permits
Permits are non-transferrable. Permits cannot be sold or transferred to another student by the original recipient. If a student is approved to have a permit and no longer requires it, the permit will be offered to the next student in the lottery “line.”
“Booting” & Towing
All illegally parked vehicles are subject to be “booted” or towed. Providence College is not responsible for damage to a vehicle during towing and storage. Vehicles parked on campus or College-owned property may be “booted” or towed at the owner’s expense when:
- Vehicle is blocking the flow of traffic, causing a hazard.
- Vehicle is parked in a handicapped zone or fire lane.
- Vehicle has (3) outstanding parking infractions.
- Vehicle is not authorized for campus parking.
Booted (and associated) vehicle citations may NOT be appealed. In order to have a boot removed from the vehicle, all outstanding citations and the “boot” citation must be paid in full in order for the “boot” to be removed.
Snow Emergencies
Due to inclement weather, students and faculty/staff are advised to call the weather line at 401.865.1012 for information regarding school closings and class cancellations or check the Inclement Weather page at https://www.providence.edu/weather. In the event of a snow emergency, vehicles need to be moved, and students and faculty/staff must listen to the snow line instructions in order to know when plowing will be conducted in each parking lot.
Parking Ban Tows
In the event of a PC announced and implemented parking ban, every effort will be made to notify members of the college community to move their vehicles to a predetermined location in order for plowing/snow removal to be effective. The college reserves the right to tow, and relocate to another lot on campus, any such vehicle that interferes with the snow removal process.
Vehicle Charging
EV Charging Stations are available to utilize in the Mondor Lot. Drivers are not allowed to charge vehicles on campus in any other location. For information utilizing the EV Charging Stations, please click here.
